The tertiary decree applied to public swimming pools

The decree applies to all tertiary buildings with a surface area of more than 1000 m², including public swimming pools.

The tertiary decree requires the implementation of effective solutions for reducing energy consumption in public swimming pools and aquatic centres.

These solutions are detailed in the BACS decree.

With the publication of the ELAN law (Évolution du Logement, de l'Aménagement et du Numérique) in 2018, a new obligation was included in the Code de la construction et de l'habitation, concerning the reduction of energy consumption in the French tertiary sector

The tertiary decree, which came into force in October 2019, specifies the terms of application of the ELAN law. Also known as "EcoÉnergie tertiaire", it sets ambitious reduction targets:

  • -40% of energy consumption by 2030
  • -50% by 2040
  • -60% by 2050

How to comply with the tertiary decree in a public swimming pool or aquatic centre?
